Federal Health Industry Veteran, Rhonda White, joins Sparksoft as Capture Director

Columbia, MD, July 20, 2026 – Sparksoft Corporation, an industry leader of innovative Digital Health solutions, is excited to announce that Rhonda White has joined our Growth Team as Business Development & Capture Director, where she will lead business development, capture strategy, and growth initiatives across our Federal Health accounts. Rhonda brings more than 20 years of experience in program delivery, business development, and strategic growth across federal health and civilian agencies, including the Centers for Medicare & Medicaid Services (CMS), Indian Health Service (IHS), National Institutes of Health (NIH), and State Medicaid programs. She holds a Project Management Professional (PMP) certification and a Master of Public Health degree from San Diego State University. Throughout her career, Rhonda has successfully led complex, high-value capture efforts from opportunity identification through contract award, securing wins valued at more than $400 million and managing opportunity pipelines exceeding $1 billion.

Rhonda’s deep domain expertise across healthcare policy, Health IT management, fraud detection and prevention, and Medicare and Medicaid programs has been instrumental in developing winning strategies and delivering mission-focused solutions for government clients. Prior to joining Sparksoft, Rhonda held leadership roles at General Dynamics Information Technology (GDIT), serving as both Program Director and Capture Director. In these positions, she led strategic planning efforts, fostered cross-business collaboration, and drove significant growth within the federal health sector. A pragmatic, dedicated, and results-driven leader, Rhonda is known for building high-performing teams, cultivating strong customer relationships, and translating mission requirements into winning solutions that deliver measurable business and public health outcomes. Her proven record of capturing and executing complex programs directly aligns with Sparksoft's commitment to delivering innovative, high-quality solutions that advance our customers' missions.
